Voter ID laws basically require people to present some form of ID card (usually a photo ID of some sort, or sometimes a specific registered voter ID card) before they are allowed to vote.
On the other hand, requiring a voter ID does increase the number of red-tape hoops one has to jump through in order exercise one's right to vote. It means that one has to obtain the appropriate form of ID, and do so in time to participate in the election. (Some, but not all, localities allow the casting of "provisional" ballots with improper or lacking ID; voters may have to return later) These extra steps can present problems for various people, making it more of a hassle to vote or making voting take more time. Such burdens can be especially salient to people with limited mobility or schedule flexibility, such as poor people with inflexible employment, or the disabled or the elderly. Keep in mind that getting a proper ID card might mean that you'll have to visit your local DMV -- which may or may not be very local, and may have inconvenient hours for your schedule.
