I wish it were a little clearer exactly who they mean to insult. I mean, I guess I'm cisgendered because I'm a male and identify as such but in general the phrase seems to put more emphasis on the "cis" part than the "scum" part, so I'd be more offended by the fact that "cis" is even there. Really, should it even be there? Using one's gender identity as an insult is just as bad as insulting their race or sexuality. Call them scum all you want, but the cis part's irrelevant.
Also, do not mention that I said this on Tumblr. I don't wanna get into any social justice shit on there.

From what I've come to understand, and this story may be apocryphal, but the term originated from Usenet in the 90's from one person who wanted handier term to describe non-trans people other than "everyone else." For most folks who employ the term, that's all it is. However, you always have the attention-whoring element who sour it for everyone else like we have here with the "die cis scum" crowd.

All foreigners visiting North Korea are assigned guides. This is nominally said to be for the provision of information, but also serves a surveillance purpose.

The source continued, “The lecture material even said, ‘Chinese people bring things like processed ham to eat, but that doesn’t suit our race and will upset our stomachs and lead to ill health.’” However, he pointed out, “There is already plenty of Chinese ham in the market, so I’m not sure who they think is going to believe that.”
