When he refers to 'signs' he's using the word as it's used in semiotics, in which a sign is basically anything that can be interpreted as representing something, standing for something or conveying a meaning.
Derrida is saying that the very qualities that allow us to interpret signs are the same ones that render them able to be recontextualized. i think one piece of context you might be missing is that for Derrida context potentially stretches on forever, so any time you consider a sign you are in some way dislocating it from its original context.
