I'm reeeeeeeeeeeeeeeally doubtful of that, I believe ZUN's official stance in the past is that he doesn't think enough people would buy them to make it worthwhile, and honestly he's probably right.

@glennmagusharvey: Having read an abridged transcript of Zun's panel, I confirm that this is true. Zun has expressed interest in localizing the games, but, he thinks the English patches might make that unnecessary at this point. ;) The fans already did all the work! He has also expressed an interest in putting his games on Steam, although this is a difficult process for Japanese indie developers to go through without a publisher.

Steam is....an interesting beast. I have no doubt that he could go through the Greenlight process and get stuff approved that way, but Steam is also really finnicky, and I do kind of feel like the Steam userbase has only slight overlap with Touhou fans. Two very different kinds of indie gamer there.
