Okay, first episode finished. I have no idea how anyone could think that the outfits are supposed to be just fanservice-y. For one, the outfit looks more like a grotesque mockery of male fanservice than some sort of endorsement of it, and also the puberty analogy seems really obvious to me. Hindsight bias is probably a factor here but even then, given the content of the show it's really the only reason for having the outfit be that ridiculous that makes sense to me.

Exactly. It is not merely gratuitous, but absurdly so. It's like the animators were watching all these sketchy fighting shows and just laughing hysterically until one of them said, "Heeeeey... I have an idea!"
