Biblical, he's something of the ruler of the world except in those situations where God does not allow him to rule. Some (typically Fundamentalist) take this to believe he's the ruler of all non-believers.
So while this would mean he's responsible or at least partially responsible, for say...violence in Syria.
Though, because people who use this rhetoric are usually trying to make some sort of political statement about this country, our typical exposure is that America is a "fag nation"...which honestly...if the Devil can get us more to care about that than ethnic cleansing, he's doing a pretty good job of fucking with us.
