Okay then, Lil Sebastian is a mini-horse in the series Parks and Recs to whom nearly everyone loves. that is the joke, there is nothing special about him aside from the fact that he is a mini-horse, the joke is framed that one character(Ben) does not understand the adoration that Lil Sebastian receives.
So then, let's talk about things that appeal to different people, but not to you. Do you really not understand the appeal? Or do these things not really appeal to you in the same way they appeal to others? Just because of how I've grown, oftentimes I'll use the former in a sentence "I don't understand" when I mean the latter.
It's a bad habit I admit, I'm trying to fix it.
So, going off this, how does Lil Sebastian = those series... easy, there is something in those series that appeals to those people and not to you, what that is you'll have to ask people, but most people haven't trained in drawing out their specific appeals to certain series.
This recent sequence of posts reminds me of how I have a large number of Republican politicians and a large number of Fire Emblem characters in one of my photobucket folders.

That's funny enough on its own, but the punchline is: PC-BSD literally is FreeBSD, just with a pretty desktop GUI installed by default.

most of the first six worlds are dominated by levels
those white-and-black icons on the world maps
you get a few odd levels e.g. sand stage in world 2, tower stage in world 5, but it's mostly formally labeled as numbered levels
then starting with world seven it gets a little weird but in world eight you just only have two such "official" levels
all the other stages are special stages, consisting of tank fleet, battleship fleet, airship fleet, hand traps...
there is a certain feeling associated with it
it's like how classical-era composers wrote lots of sonatas and symphonies
but romantic-era composers wrote very few of them, but when they wrote them they were very detailed and unique works with lots of distinctive quirks (which may or may not have worked out well but still)
it's that feeling of how something that used to be common, at a higher level or a later date becomes very uncommon and it feels really special whenever you even see it at all
