As I understand it, a language without a vernacular is one without a standard form.

It depends what you mean by standard. Vernacular language is the normal language (or variant of the language) native to a particular locality or group.

That's as opposed to the "universal" standard, to the artistic or literary use of language, and to second or foreign languages.
