that's one of those shows people hold up as like an example of mediocre American animation that tried to appeal to anime-watching kids but not only have I never seen it, I don't know that I've ever spoken to anyone who both has and was willing to share their experiences with it
I watched an episode a while back, just to see whether my memory of it was accurate.
The characters are good, but there's something about the pacing and timing that just sets everything off. Not in the same way that modern Spongebob or Johnny Test had bad pacing and timing, but just enough that it's not really enjoyable.

well it depends onw hat you mean by "stopped". "defibrillator" means it's anti-fibrillation, naturally, and fibrillation means your heart's muscle and rhythmic action is still active, but it's not internally coordinated enough to get blood moving. It's pretty "off"-looking on the ECG.
but the way hearts are built, they only fully stop when they're dead. it's not like a skeletal muscle where you can just not use it. it will beat all by itself.
