NBC4 has a copy of the letter they sent, and it seems this is mainly the doing of some pipsqueak from Utah who insists that the marijuana law is a misappropriation of Federal money, and therefore they can prosecute under the same laws used to shut down the Government if a budget isn't approved. This presumes, of course, that DC used Federal money to fund the initiative, and Congress is not in any position to arbit that.
