I mean, yeah, but that kind of thing doesn't really impact linguistic development. There are a host of factors that can give a person an accent (we're still trying to figure out my little brother Matt's Bostonian thing going on), but I'm p. sure that's not one of them.
(But to put it simply, rhotic basically means you pronounce all rs, not just the ones before vowels. Most British accents were rhotic circa 1950, but it's mostly restricted to the South West now.)

because localizers when employed by a large company are often given rather racist directions when told what to do.
