True, though that kind of staggering is usually done by region
I assume the reason Google does staggered rollouts with their major Android apps is to reduce the strain on the servers that would occur if they let everyone download the update at once
But it's still a little annoying when it's been officially released in your market but you can't download it yet...earlier this year it took me two weeks before I could finally get the updated Google Maps app

oh my god did Norton really just remove the auto-updating multi-lingual Touhou launcher, without my knowledge or permission, without any way to undo it, and then force me to restart my computer? Why do I have Norton on here even? All it does is slow my computer down.

okay so ummm re-extracting all the program files still doesn't fix the issue that my Touhou games will not launch with this launcher anymore. :| how obnoxious.
