I don't know much about your court system, but in the States that kind of "evidence" probably wouldn't fly in court anyway, unless they could somehow prove that whatever was found must be a TV, which would necessarily require disclosing the technology used.
It reminds me a bit of the red-light camera situation over here. In some states, the tickets are issued not by the police, but by the private contractor that owns and operates the cameras. Obviously a fine charged by a private company for a traffic violation is completely unenforceable, but they rely on people going "oh god I got a ticket I have to pay this" without looking too deeply into it.
(In some jurisdictions, even the tickets issued by the police are considered dubious, since there's a high likelihood the person who ran the red light isn't the registered owner of the vehicle.)

There was a class-action lawsuit filed against the City of New York recently, alleging city officials shortened the yellow lights at intersections with cameras below the minimum 3 seconds in an attempt to increase revenue from citations.
@ CA, Lee: i guess it's possible there's something in it, but that wouldn't explain why they kept telling my parents they'd detected a TV when they didn't even have one. i realize anecdotes aren't going to persuade anyone.
They've pre-emptively issued me with letters trying to sell me a licence every time i've moved into new accomodation, in spite of my not watching live television or owning a TV set, so they obviously do have other, less esoteric means of gathering data about potential customers.

Oh, don't get me wrong, I totally get that it's just a cheap scare tactic. I just kinda found myself wondering if there was even, like, a technological "placebo", so to speak, or if they're just driving around a van with some sandbags in the back to weigh it down. :P

For some reason it always amused me that the car seems to be towed from behind. Given that you usually see this sign in reference on-street parking, the (probably unintentional) implication is that the idiot not only parked in a no-parking zone, but parked against the left-hand curb of a two-way street.

If not, the obvious, but time consuming, thing to do is to go through it and delete as many unnecessary words as possible. Do you get any leeway on the word count?

I'd say that Spot's feelings of rejection/self-doubt in "Invasion of the Doggy Snatchers" feels perfectly in character for her (this after being told to essentially stay quiet during a movie, but phrased as "stay calm") but it seems like a plot that every other cartoon back then did, and did it better
