Well, as we see in Rose's Scabbard, Pearl's way of dealing with Rose's loss was building up in her mind that even though Rose was gone, she was and would always be Rose's "partner" as in, she knew everything about Rose.
Pearl is a decent person with a bunch of hangups that can't be resolved in a small amount of time.
And it has been a small amount of time for her since Steven was born. Someone did an estimate, based on what we know about Pearl's age. Her time without Rose has been about 9 days in comparison to the time she's spent without her.

There's this thing that bothers me, where people refer to a fantastical, fictional concept as a "metaphor" or an "allegory."
So Superman is a metaphor for the immigrant's story. The One Ring is an allegory for sin and corruption. Kamen Rider is a metaphor for changing as a person to survive trauma. Fusion is an allegory for intimacy.
They feel these elements hide deeper meanings, using parallels to tell a different story than what is presented before us.
I think they're only halfway wrong. These are not metaphors or allegory at all. These are literalizations. What you see is what you get, just more.
Superman is literally an immigrant, he's the ultimate immigrant. The One Ring is born of a grave sin at the world's beginning, just not a world or a beginning we know. Kamen Rider literally changes into someone else to survive. And Fusion is intimacy.
When Garnet - the world's foremost expert on the subject - tells Greg that he can Fuse with Rose, she means it. When she sees them talk and be frank with each other, and says it's working, she's actually saying that it is. Because the thing that matters is the connection. Becoming taller, sprouting extra arms, legs, and gaining strength, those are just magic tricks.
