  It's actually been confirmed somewhere, that Rose did not need to give up her physical form to give birth to Steven, but in order for Steven to be a hybrid she did.

  
  

  She could've given birth to an ordinary human, but she wanted a hybrid to bridge the gap between humans and gems.
