After having watched the animation, I think I get it now.
When the "don't walk" hand starts flashing, the vehicular signal goes from steady red to flashing red, meaning you have to stop. That way if someone is still in the crosswalk you let them finish, but if they've already made it to the other side you just stop then keep going.
