This is completely untrue, at least regarding the military brass. While we didn't win Vietnam, we did put to use the lessons we learned there. The Global War on Terror has to be one of the quickest and most effective campaigns ever waged in the history of mankind and that's largely due to what we learned in Vietnam. No modern US military leader in his right mind would consider carpet bombing effective or even worthwhile -- we actually learned that from WWII and Bomber Harris' campaigns, but it took a while for it to sink in.
