For what it's worth, I don't see a "Change picture" link on my own profile, and when I click "Change picture" on anyone else's profile I get a pop-up message that says "You do not have permission to do that."
I don't see any reason why this would be happening. Apache and PHP can see the uploads folder just fine, and as far as I can tell, that should be the only reason why it won't let users modify their pictures.
I'll keep looking. There has to be something I missed.

So I got to see a traffic light switch from stop-and-go mode to flashing mode.

Yeah. Some intersections have a much lower amount of traffic during the late night and/or early morning hours, so instead of operating in stop-and-go mode they just flash yellow toward the main road (meaning "proceed with caution") and red toward the side street (meaning the same thing as a stop sign).
