"permission before every flight" might be a bit much but drones have interfered with first responders before so it's understandable

clearly the proper response to this is to organize a mass protest where a thousand people all armed with $50 drones buzz them around the university president while he/she goes from her/his parking space to her/his office
One problem with Risk and its derivatives is that the endgame is less interesting than the midgame. Players who are eliminated lose all relevance. Would be nice if they could retain some degree of relevance.
How about allowing multiple factions to garrison their troops together or something?
there were "machines" where people all made accounts and gave them to certain commanders who'd log them all in every day to get their bonus armies and work their commands, until the makers of the game outlawed that
getting other people from one's dorm involved was occasionally like pulling teeth, for those people who just didn't ahve much interest in playing, or in participating in a dorm event
I _think_ snowball effect also applied to some extent -- winning teams could more easily drum up participation, to some extent, though if they were completely dominating that would also be a "i don't need to participate"

I miss GXC.
GXC is basically Risk with slightly simplified mechanics but redone as a massively multiplayer participation game.
for example, representing your own dorm in a Risk-like map of your campus.
this can give rise to player participation phenomena that are similar to voter turnout phenomena
