I agree, FWIW. For one, the factions in Oblivion were structured a lot less loosely than they were in Skyrim. And becoming the head of each faction is accompanied by both a major perk and a very clear usurping of the status quo.
Skyrim's theme of "okay, you're at the top, you Did The Thing.... now what?" was something I found uniquely compelling, but it worked way better for the two main campaigns than it did for the factions.
