Options include: * audience-supplied survey measure * expert- or industry-supplied survey measure * number of non-verbal graphical changes, divided by total number of art assets (or use filesize instead of number count) * some measure of amount of content cut or added (not sure how...appearance length relative to whole game length?)

Come to think of it, I actually brought this up again not because I was going through my Steam notifications but because I was reading on that HG101 page about Cotton that the first game was ported with "a faithful translation, right down to the difficulty."
i don't understand when difficulty levels are something that varies regionally.
How did this come about? Does anyone know?
there was a (mostly but not entirely untrue) idea in the Japanese gaming industry that American audiences don't like / can't handle high-difficulty games.
