And...starting tips. The Int score is always important. Not necessarily for combat (though it will help once you get energy weapons) but it'll unlock more extra conversations than the other scores. Except for possibly Cha. Also, Luck will actually affect your results in a game of chance.
As for skills, Survival won't be particularly useful unless you're doing one of the harder modes. Everyone needs Barter, and everyone needs Medicine and Lockpicks. Everything else is up to how you want to play it.
Adding to this, generally Endurance is also useful, at least in New Vegas, not so much in 3. You can get inplants that raise each of your stats by one and the number of implants you can have is determined by your Endurance score. Also, Int determines the number of skill points you get to upgrade your character when you level up, so a decent Int early on is always a good thing. Also, Luck controls your chances of getting critical hits, so again a decent luck will help you early on.
I usually make my Int, End, and Lck scores all 7 and take one point out of either strength or perception to have enough points to get my stats to that point. early on (I think at lvl 4) you can get a perk that lets you add a point to the skill of your choice, so that's where I add back the point I took out to have 7 endurance.
Also, in addition to lock-pick and medicine, having high science score is also useful, for hacking terminals. Also when hacking terminals, look for characters that open and close each other, i.e. () {} [] and <>. There might be a bunch of characters in between the brackets and it only works when both the open and close bracket are on the same line. Anyway you want to find those because when you're trying to find the right password for hacking, you have 4 tries to guess the right password and clicking on these brackets either removes a false password or replenishes the amount of tries you have. Also, if it looks like you won't be able to solve it without using all your tries, just back out of the terminal and try again until you get the correct password.

If I were in grill mode in real life I would say something encouraging, but instead, I will say that if I were in grill mode in real life I would not find you repulsive at all, for whatever that is worth. Anyway, please know that this disgusting wannabe grill does not find you repulsive at all. :)

TBH i'm sufficiently clueless that if my friends wanted to get an RP going i couldn't really care less what system they were using, providing it was functional and not boring

I can kind of understand table top gamer nerds annoyance at DND being the only thing people want to play ever.
I don't like this either, and I'm one of those people who only knows D&D -- and specifically, only 3.5, too.
The problem is that, if I'm going to get into a campaign with any system I don't already know, I need to learn how it works. And I probably don't have the patience to read through 30 pages of game system reference documents to create a character. And possibly one that, in case I don't like the system or campaign, might only use once or twice.
So what that usually translates to is "I want you, the GM, to hand-hold me through this process, supplying reasonable suggestions when necessary, thereby making the learning process relatively smooth and quick".
I suspect this is the case with most of us folks who "only know D&D".
(As for your Bug War thread, I legitimately don't have time, and I'm not currently playing any tabletop campaigns anyhow. Sorry about that.)
I've previously said (not sure if here) that it seems that Nanoha and MadoMagi take basically diametrically opposed viewpoints of the magical genre. The former emphasizes the concept of "possibleness" and the potential for people to make a difference through means in their own control, where building friendships and working things out and persistence in trying hard are rewarded, etc., while the latter takes a theme of fatalism that rejects efforts to change desinty, a theme that's only somewhat contradicted when an external force acts upon the setting.
Perhaps it's because my own personal philosophy is much closer to the worldview presented in the Nanoha series, that I didn't enjoy MadoMagi as much as I might otherwise have.
