Raw Power was prone to getting very excited about things and engaging in hyperbole. So much so that he seemed like a hot-blooded shonen anime character brought into reality. Or maybe one of those shouty philosophical guys from a Dostoevsky novel. He came from a predominantly Muslim country, but converted to atheism and later, Less Wrongism.
I don't remember what his first ban was for, but he got let back in when he promised never to do it again. I'm told his second, "never let him back in again" ban was because he espoused anti-Jewish conspiracy theories.
The Handle has a similar background as Raw Power and a lot of the same mannerisms, but as far as I know he's been less antagonistic. Hasn't done anything to connect himself with Raw Power or get himself banned. If he is the same person, he's either genuinely changed, or he's doing a frighteningly good job of pretending to have changed.
