Yeah, this. They were a bit of a fluke in the same way that Nirvana were a fluke. The difference is that the latter fluke became a trend, whereas the former... didn't really? In the sense of having flocks of would-be imitators saturating the airwaves.
It didn't help that Modest Mouse got lumped in with the post-punk revival trend that happened around the same time, to the point where they got Johnny Marr to help them capture that sort of sound on their next album.
Some of their stuff is like a weird hybrid of song-oriented latter-day post-rock and the post-punk revival of that period, with a touch of... whatever the heck else, because trying to describe Modest Mouse is hard.

It seems like Marr left them a couple years ago, although they still haven't released any new albums since then. I really hope they can pull it off, if/when they decide to do so. m b v managed to pleasantly surprise me, so there's hope for these guys yet.

Well, both kind of set the tone for the majority of boring indie rock in their own ways; a lot of other bands sound like them (but less interesting) because they are trying to sound like them. It's also worth keeping in mind that the kind of stuff that is best known by either of them isn't really that representative of their catalogues at large, although it's fine if you don't like them in general.
