Well, based on this information, let me state that I disapprove of this person's performance as a child nutrition manager, if his or her idea of managing child nutrition results in starving poor children.

The "starving poor kids" is unsubstantiated (no word on whether true or false), though the "throwing lunch away" bit also turns out to be (likely) true, which still bugs me because I really hate seeing food being wasted.
