Well, it is considered too powerful to be printed currently; in current sets it's been replaced with Cancel, which is the same thing but it costs one more. The balancing factors are that you have to have the mana open and it only works when the spell is being cast--in other words, you can do less on your turn if you want to answer something they do on their turn. It can be powerful, but it's a necessary part of Magic to be able to stop combos.
