some people go hurtling down small country roads through residential areas at absurd speeds, and it is dangerous, especially since there's relatively little traffic so people aren't expecting it

Oh, I can definitely understand the need for small towns in otherwise rural areas to have low speed limits. When I'm driving out in the country I generally assume that the speed limit will lower as I approach a populated area, no matter how small, because...you know, you can't blaze through a populated area the way you would a cornfield.
But there's also this phenomenon, at least in the US, in which smaller municipalities that don't take in much in income taxes tend to rely on traffic tickets as a primary source of revenue. Linndale is probably the most infamous example in Ohio; they control less than a quarter-mile of Interstate 71, but they police it so strictly that literally 80% of their budget in a year comes from traffic fines.
I suspect Brice falls into the latter category, as it's more a suburb of Columbus than anything else and is surrounded on all sides by roads with significantly higher speed limits.

I unlocked the mass production Kamui today after finding out about this secret. It is quite weak compared to the original Kamui and scores poorly as well, but it is still interesting to be able to play as it, even more so because one of the bosses is a quintet of them.
