Look, if you are such a pedant that you care that people are off by a factor of 1000, then you care about how words are used, and then you can't get mad at me for caring about how words are used.
Confusing a million with a 'billion' (which is to say, a million with a thousand million, aka a milliard) really makes quite a meaningful difference. Language misuse can be annoying, but if you understand what's meant it's only annoying, whereas somebody who is off by 3 orders of magnitude has rather severely misunderstood what's being talked about.

The difference is that when somebody says he or she 'literally dissolved into tears', it sounds silly, but you do at least know that he or she didn't, in fact, literally dissolve into tears, and that he or she is just misusing the word. Nobody is actually confused in this scenario (although the potential for confusion does exist in more ambiguous cases). All that has actually happened in this scenario is that somebody made a sound which, in addition to communicating what he or she intended to communicate, also inadvertantly communicated that he or she doesn't know how to use, or doesn't care about using, the word 'literally' correctly, which you found annoying.
Randall does seem to care a lot about consistency and lack of ambiguity, so i think he is a pedant; consider, for instance, his insistence on dates being written according to ISO 8601. i read the literally comic as being directed at himself, though it may not have been.
If it makes you feel any better, i think we should use 'literally' correctly and feel irritated by its misuse, so i can understand where you're coming from.

BitF is just silly enough and carefree enough to hit that sweet spot where art that would be annoying actually is perfectly fitting.
And it is good at the last panel switch-up, but not in the rug-pulling way of SMBC; and is unpredictable and weird but not in the way of lolrandom.
Is it a quality webcomic? No. But it is a good webcomic.
