is it true that crosswalk buttons in the USA don't actually do anything?

At a busy intersection, there'll be enough vehicular traffic for the signals to change on their own, and the pedestrian signals will change alongside the vehicular signals. So the button will appear to have no effect, because the cycle is determined by the vehicular traffic
On the other hand, if you're somewhere with little vehicular traffic (for example, a small side street crossing a major road), the light won't change until you press the button, so the button will have a noticeable effect.

i was watching a youtube video which said they were 'placebo buttons'
but in my experience the lights only change after you press the button, so i thought it might be a US thing
more likely it's from never living anywhere with a lot of traffic, i guess
