Credit where it's due, Steven Moffat's very good at writing creepy, suspenseful scenes.
He is. "Blink" is an excellent episode. And he got Neil Gaiman to write an episode for the show—also very creepy and enjoyable. But I do question his aptitude as an arc-builder. He's too fixated on the quick sharp shock and too immature in his views on character sexuality.

I haven't seen either of those episodes yet (heard they're good though), but the two-parter that did for the 9th doctor (The Empty Child / The Doctor Dances) is one of the few times I've been legitimately unnerved/creeped out in recent memory.
^^ Those are good episodes as well. Most of Moffat's one-offs and short arcs are solid. But his long-term plotting... Doctor Who has always been more about broad-strokes continuity and call-backs than serial arc-building, and he's fine with the former, but he's really inconsistent at the latter.
