The local Tesco is saving money on their 5 doughnut packs by making the box big enough for 4 doughnuts and balancing the last one on top.
Reminds me of the bakery at the local Meijer. They sell big packs of cookies in containers that are actually just normal cake containers flipped upside-down, with the bottom as a "lid".

So, in the game Baldur's gate, the attributes are calculated by the computer pretending to roll three six-sided die (and add the numbers on each die) for each stat; thus; random numbers.
You have minimum levels for certain attributes (like, if you're a halfling, you can't have dexterity be less than eight; so if your character is a halfing; the random number for dexterity is always going to be eight or more) and maximum levels (a half-orc cannot have more than 16 wisdom; so the random number for wisdom is always going to be 16 or less).
So, you are never going to roll a guy with 3 in all attributes.
Now, you can take a point from Strength and put it into Dexterity; or vice versa ;or any other of the attributes. You can do this until you reach the minimum or maximum (if you're playing a dwarf, you could keep putting strength points into dexterity until you only have 12 in Strength; or you reach 18 dexterity).
So, what most players do is this: They take all the points from all the attributes until all six (STR, DEX, CON, WIS, INT, CHA) are at their minimum. Now you have a bunch of attribute points to allocate as you want (remember this number). For example, you could put all of them in Strength and Constitution; and none in Wisdom, Intelligence, or Charisma; and I guess the remaining points in Dexterity.
So, remember the number of allocatable points (the N.A.P.); the number you get by reducing all stats to minimum. That number is how good your roll is. You can save your roll in Baldur's gate.
And you can "roll" (by clicking the roll button) again.
So, roll up; find the Nap; and save your roll. Write down the nap. Roll again, find the nap, and compare it to the first nap. If your second nap is higher than your first; then save your second roll. If not, roll again.
Write down and save your best nap.
Keep rolling. Every time you get a nap better than your previous best; save it and write it down.
Do this until you get a nap as good as you want. If you get frustrated; load your last nap; and start out with high stats.
With enough time, you could get max stats in all attributes.

That is not min-maxing.
That is MAX-MAXING.
And with nary a cheat code at that.
