  Chun-Li's a good counter to El Fuerte. An air grab, long-range pokes and a projectile. No OP anti-air move, but still a bit challenging.

  You rarely see characters from Street Fighter 2 on Live. Except for Ryu and Ken, for obvious reasons. 

  
  

  When they do show up, they tend to be pretty effective. Most people who go out of their way to play as a forgotten character are pretty good at it. Dhalsim in particular is a pain because it's so hard to get close to him, and most of my characters are close-range fighters. None of that projectile spamming horse.
