But yeah it's really because the only game circuit that matters is the one in Japan, and the American/European and what not circuits are mostly for drinking money from the players, which is why rarity spikes pop up and Secret Rare Exclusives that violate the game's sense of balance solely because they know people will spend thousands of dollars on the game to obtain them will buy them.
So it's like "Okay, sorry for making Chaos Emperor Dragon and ruining the format. Sure it was $350, but please forgive me for making it...it was fucked up man..." "Awww, it's okay Konami, we forgive you." "Well, to make it up to you, how about I make a TCG Secret Rare Exclusive card...Dark Armed Dragon, to make up for what I did in the past?" "Wait a second, this card is stupidly fucking overpowered! It's a Secret Rare with a 1:200 chance of being pulled from a pack, and it's only a Rare in Japan with a 1:10 ratio of being pulled from a pack..." "Oh my bad....well if you want to win in a tournament this year, I suggest you buy up!"
And guess what, they did this with "Dark Armed Dragon", then "Judgment Dragon", then "Brionac, Dragon of the Ice Barrier", "Trishula, Dragon of the Ice Barrier", and now with "Tour Guide of the Underworld."
They are releasing intentionally overpowered and game-raping cards solely because you can't really win consistently against them, without them, and because people will pay -lol- $240 or more just to get them.
I mean it's the meta gamer's fault that this shit keeps happening. If the MUSTWIN attitude didn't cause them to dump their tax return money to get a playset of a card that's going to be reprinted once Konami decides to release the next money card...then...they would actually be going "Okay fine, we won't release overpowered cards to be used in tournaments solely because our sales increase by 300% anymore..."

This little girl pictured here drives a tour bus around in hell. So it's kind of like the plot from The Divine Comedy, where you have somebody guide you around the different areas of hell and discuss things.
This explains it better than I do, but essentially it can fetch monsters that work with the graveyard instead of the field very quickly and has a similar goal next to Sangan (which was limited due to how unbalanced it made the game due to it being extremely easy to use, can be put into every deck and basically eliminated the need for all other cards similar to it's effect), and that it fuels the field and graveyard extremely quickly with LIGHT Fiend monsters, allowing for Black Luster Soldier to have all the materials it needs in the first turn to win the game with it's effect.
So Normal Summon Tour-guide, grab a LIGHT Fiend Level 3 monster, drop them both in the graveyard, remove them for Black Luster Soldier Envoy, and then essentially win within the 2nd or 3rd turn.
Basically if you have 3 of these there's a high chance that you can get the strongest card in the current game on the field, set up your defense to keep it out, and basically win. Which is why people are paying $120.00 for a copy...which is stupid now that I think about it.
I mean, you had spaceships and loincloth-wearing swordsmen existing in the same world.
Dominaria is kind of like that too, although I guess all the "spaceships" I can think of were either designed by Urza or Phyrexia. Of course, having more planar variety is one of the things I like most about post-Eighth Edition Magic.

Well, Arkhos doesn't seem like the most dinosaury place, although since dreams mix with reality there, in theory it could have just about anything.
Most likely it's somewhere entirely new. I kinda like Naney's idea about it being set in a sky-world.
