They are very strange, they are the square-rimmed twins of the ones on the far left. (*i already have two other boring but functional pairs of glasses, so i figured i'd go with a very odd statement-y pair*)
Jessie is a Disney sitcom that rips the concept of The Nanny off pretty much verbatim, only with Debby Ryan as a down home country girl in New Yawk as the nanny for a bunch of spoiled rich kids instead of Fran Drescher.

Mostly it is Evangelion's fault, yes, although their productions even before that point had this tendency to end on weird ambiguous notes or with abrupt halts. The term itself has been around a good while, too.
