That's the only image of it I could find, though the colors are a bit off—in real life the blue is much darker and the "OHIO TEMPORARY TAG" pattern is, bizarrely, fluorescent safety orange.

The other reason I don't include 1990 expiring plates is that 1991 was (though I may be wrong about this) the last time Ohio did a general re-issue—meaning that with the exception of the '91 "Heart of it All!" plates, which were supposed to disappear when the Bicentennial base was introduced, can all still be found on the road today.
