I'm not sure what kind of message that is trying to send.

In the US, the standard format is this:

where "OH" is the standardized two-letter abbreviation for the state, and "43215" is the ZIP (Zone Improvement Plan) code that identifies a specific post office.

You know, I still tend to write mailing addresses in all-caps and with no punctuation out of habit, even though I'm sure OCR technology has advanced to the point where that's not strictly necessary.

The county names are sometimes abbreviated, for example Gloucestershire is Glos. (or Gloucs, although that's nonstandard).
