Very easily. Caviar is a food product. With food stamps/EBT you can buy any food product. From cheap, practical stuff like powdered milk all the way up to imported sturgeon eggs. If I was on EBT right now, I could hop on my scooter, run to the grocery store down the street (United Market Place, United's upscale grocery) and return with caviar and escargot in about 15 minutes.
Correct me if I'm wrong, but I'm guessing that you're assuming there's limits on what kind of foodstuff that food stamps/EBT can purchase. There's not, really. A few years ago -- in an attempt to crack down on childhood obesity and wasting money on shit food -- they tried to push this but it was fought back by gated-community liberals who've never seen what bad parenting and shit food does to a child. They argue that poor people on EBT are (I'm not making this retarded shit up) trying to buy more calories for their food stamp value. Doesn't matter if it's stuff that's proven damaging like HFCS and trans fats, these poor people are just trying to get more bang for their buck! They also argue that the reason these people feed their children shit like McDonalds is because that's all they can afford which is even more bullshit -- feeding a family of four at McDonalds will cost around $20 for the meal and $20, spent correctly, can feed a family pretty well for at least two weeks (provided they cook and wash dishes and the like.)

Considering that I am part of a family of 3 with no other income apart from child support and even then we only get 200 dollars a month, barely enough to scrape by, I'm saying that it's highly unlikely that anybody in their right mind outside of idiotic scare-stories would go out and use their food stamps so foolishly.

Right. The salad bar here at the store is off-limits to EBT too but getting any other typical food product -- including a jar of caviar or a few lobsters -- is certainly not. I'm not saying that needy folks typically do this, but it's possible.

The only thing that really bugs me about food stamps that they can ONLY be used for food. I'm sure their are some arguments about the dubious nature of buying six litters of Mt. Dew on them, but mostly, I think it's dumb that you can't purchase toilet paper, paper towels, etc...
While they're not food, obviously, it's kinda hard to argue that being able to fill a bathtub with sugary carbonated beverages is more important than having toilet paper on hand.
i have returned from scotland. and (important information for central avenue incoming) ive decided that my favourite road is the A82. specifically the section between crianlarich and fort william. here is why

nice spot to be stuck in a traffic jam:
apparently 22 people have been killed on the A82 over the past two years. people want road improvements but i blame the scenery. you can't not get distracted by it
