If I had to guess, here giving the person who it formerly belonged to the benefit of a doubt. It probably somehow got passed on to relatives who didn't know/care about its significance and just pawned it off. People can be kinda cold about that sort of thing. My grandfather's navy uniform got sold somewhere years ago.
This has kinda been bugging me too, I guess. I asked my dad to help me put together a costume of the Sniper from TF2, and for the vest, he ended up going to a surplus store, I think. I kinda didn't want him to, because I'm a little uncomfortable with the idea of owning something that an actual soldier used to wear (granted, it has no camo pattern at all-it's some sort of Rothco "Ranger Vest," so hopefully it's not something I'll get in trouble for).
That, and since the costume is for a fall festival thing on the campus, and since the campus has an ROTC office and there are some students walking around in uniform...
