Because Super Lazuli brought it up the other day, I decided to look into the arcade original and PC Engine/Genesis ports of Outrun. Man, as they were they could not hold a candle to the arcade scaling hardware -- but if the PC Engine version was retooled for the 2MB arcade card, I bet it could come close. The 2MB available is more than 4x on the original cartridge, so yeah they could have faked up that scaling easily.
