Hmm. A kid version of Max Payne? Might be cool as one of his clique, although I wanna make sure I'm not repeating myself (bluhbluhStuckbluh) so his name probably wouldn't be Max.
The idea of one of his friends being a noir junkie (who might be a little too obsessed with sounding like a protagonist in one) is pretty cool though.

So apparently there is exactly one commercial cartoon that is still drawn entirely by hand, it's called Sazae-chan, and despite being a Japanese cartoon the art style is more reminiscent of Peanuts than anything.
I fear that I might have done something unspeakable and I have no idea if I have or not.
