I often wonder why superheroes always live in cities and act primarily there. Perhaps because cities give superheroes constant access to villains and crime?
It would be inefficient to spend a week in some Iowa backwater looking for crime, then rushing to stop a robbery 100 miles away.

I think a rural superhero and/or supervillain could have potential in the hands of a good writer, but I can see why urban settings are so much more common for that genre.
