I'll grant Rainbow Dash would probably do BETTER against Starscream than most would think and that, yeah, G1 Starscream has quite a few weaknesses, but he only has to so much as graze Dash with a laser shot and she'd probably not be in a condition to continue.

G1 Starscream fails a lot...
Actually, the G1 Deceptions are kinda all about failing. Megatron's plans are usually too grand and convoluted and it only takes one monkey wrench for the whole thing to fall apart.
Oddly enough, under Starscream the Decepticons probably WOULD be more effective in the short run, as his plans are a tad more direct and involve much more murder instead of capturing Autobots or letting them live so all the Autobots can maybe be trapped and destroyed in one fell swoop (hint: they won't).
Basically what I'm saying is that if Megatron and Starscream attended couple's counseling the Decepticons would probably actually accomplish something fairly often.
