He has realized that they can gang up and take out elderly hermits trying to scare people off of their land by dressing up as the Gorilla Ghost of Porkadillo Circus, and also he can talk in perfectly comprehensible english while his uncle can barely do so.

Mark Evanier himself said it was bizarre that Scrappy-Doo, being the only character who demonstrates actual bravery, was considered "too independent" by ABC execs as though the chickenhearted Shaggy was a better role model

if the ABC execs were good at anything, it was messing things up. ISTR ABC getting made fun of a lot in Animaniacs, though in ways that were relatively subtle.
