TWO HOUR PARKING 8 AM - 5 PM

So, if you park there at 7:00

Do you have to leave by 9:00 because the restriction went into effect at 8:00 and you were there two hours?

Or can you stay till 10:00 because the restriction wasn't in place for the first hour you were there?

These are the questions that keep me up at night!
