Technically yes, but DD adds more lift and pushes the breasts forward, and the E will offer a much rounder shape.

DD vs. E is easier to work with, since you don't have to specify that a particular E is for breast lift as opposed to breast rounding. Girls with smaller breasts do not have as much breast to work with, while women with larger breasts have bras customized to the bra-wearers specifications. It's like 9mm Parabellum and 9mm Magnum.
