It was the title of a Drake song, some tweens started saying it, stopped a week later, and then everyone decided it was a huge thing.

I only ever hear people say it in jest anyway.

actually, the title was "The Motto"

the main line people got it from was "you only live once, that's the motto, nigga, YOLO"
