Basically, you know about "tournament" play in Super Smash Bros.? It's kind of like that. Overused, or OU, is the "standard" competitive tier.
Yeah, without googling, I have absolutely no clue which Pokémon are overused beyond an assumption that they're probably the most powerful or strategically useful/broken ones.

Stereotypically, it would be stuff like Luvdisc, Butterfree, and Magikarp. But according to a brief scan of Smogon, a good 1/3 or so of all the Pokémon are included in it. From what I've heard, it's a surprisingly popular tier to play in.
