Building a Disneyversal-style park and corporate complex in rural Colorado

My home state, but also a semi-arid climate that is, as such, not exactly water-rich.

What do?

but yeah, the complex, Warner City Colorado, includes a theme park, a hotel I call "Warner Suites", ABC Warner corporate offices, and studio facilities for ESPN ABC Sports Group and KMYL-TV, the ABC owned-and-operated station in Denver.

The theme park's rides would be designed to handle snow, but I'm wondering if that would even be necessary because I'm not sure if anyone would want to come to the theme park on a Saturday afternoon in January anyway.

The similar complexes in California and Florida don't really need to be designed for snow, but should be as well just in case.
