    It's a panoramic photo, right? Perhaps the walk signal or arrow had already turned off by the time the camera captured the other one on.

    That's possible. I have seen instances where Google went through an intersection capturing one light red and the other green on the same span wire...

    Panoramic photos can do things like that. At my middle school, every year, during the Washington DC trip, they would take a panoramic shot of the class, and one student would get picked to appear at opposite ends of the photo. Which confused the hell out of us students reading the yearbook and seeing a kid in two places at one every year.
