Events with zero probability can actually happen and aren't even that difficult to produce.  Choose a random point on a continuous number line.  The probability of choosing any given point is zero, because there are infinite points -- but you do eventually pick one.

Alternately, Fire Emblem would probably find several ways to kill you on a 0% hit because Fire Emblem hates you.

EDIT: now that I think about it, there are auto-hit skills that can proc on a 0% attack...
